Report raises questions about effectiveness of condoms

WASHINGTON (Reuters) – A new report by the National Institutes of Health concluded that condoms are effective in preventing pregnancy and HIV infection, but that they may not prevent the spread of most sexually transmitted diseases, the Washington Post reported on Friday.

The report said there was insufficient evidence to determine the effectiveness of condoms in preventing the spread of sexually transmitted diseases, the newspaper said.

The 30-page document, which is being released on Friday, recommended more research on condoms and other disease prevention methods, such as abstinence, to determine their effectiveness, the Post said.

The report was requested more than a year ago by former Oklahoma Rep. Tom Coburn. "For decades, the federal government has spent hundreds of millions of dollars to promote an unsubstantiated claim that promiscuity can be safe," Coburn, who is also a physician, told the Post. "We all now know for a fact that that is a lie," he said.

The newspaper said several public health officials have complained that politics had gotten in the way of the process that produced the NIH report.

Jeff Spieler, an official at the US Agency for International Development and one of 28 panel members who helped prepare the report, told the Post that he agreed that the strongest evidence is that condoms prevent pregnancy, HIV and gonorrhea infection.

However, while the evidence is not as strong for other diseases, Spieler told the newspaper that there is no reason to believe that condoms do not protect against them.

"As somebody who is completely devoted to improving public health, I know that any message that minimizes the role and importance of correct and consistent condom use can have an extremely negative effect on preventing HIV and other STDs," Spieler told the Post.

"It is extremely important that the public understand the difference between data being inadequate and condoms being inadequate," Spieler was quoted as saying.
